Special Needs: Birth to 3

Concerned about your child’s development? Here’s what you need to know about Birth to 3 services. www.actearly.wisc.edu to answer questions you may have. Call 800-642-7837 for Wisconsin First Step, which provides referrals to Birth to 3 program. Nearest program is 414-289-6799, Milwaukee County Dept of Human Services, Disability Resource Center.http://www.dhs.wisconsin.gov/children/birthto3/index.htm

• Services address a child’s ability to learn, move, see and hear, communicate and understand other’s communication, respond and relate to others, and eat, dress, and care for age-appropriate daily needs. Care providers can come to the child’s home and daycare, or children can receive services in preschool-type programs.

• Services are for children from birth to 36 months, and eligibility is based on a diagnosed disability or significant delay. Call the number above or see your child’s doctor for a referral.

• Programs and services are offered at a variety of times and locations. After contacting the Birth to 3 program, you will be directed to the agency that will best serve your child’s needs.

• Children are assisted in potty training as skill levels permit.

• The cost of Birth to 3 is covered in three ways. First, commercial insurance is billed if families are insured. Second, families are expected to make a family contribution based on income, with a maximum of $152 per month. Third, if any services aren’t covered by commercial insurance, state funding is used to provide the service to the child. No child is denied services based on financial need.

• Application to the program is continuous and may take some time to complete while testing is done. If your child is older than 2 1/2 years old, speak with a Birth to 3 representative about where your child should receive services
